Card registration

Hello there..I'm new to this board and new to card collecting. I just bought some mint 9 PSA graded cards. I was told that I should register the card at PSA or other internet service so that if it was stolen, I can track it via serial number on the card. Is it true that serial numbers are attached to the owner of the card ?
How can I be sure that the cards I bought are not stolen ?
